Registration opens on 15 December 2026 and rolls out region by region. The annual service fee is £65 per property. Landlords must start every registration themselves and remain legally responsible for it. This is an independent summary of official UK Government guidance, not a government publication or legal advice: use the GOV.UK links for the complete rules and any updates.

Who must register

Private landlords letting properties in England under assured or regulated tenancies must register, subject to specified exemptions, including supported exempt accommodation. Each rental property is registered separately, and the landlord remains legally responsible for the registration even when an agent manages the property.

How to register

Use GOV.UK One Login to register yourself and then each property, and pay the government fee. Paper-based registration will be available if you cannot use the digital service. There is no charge for registering yourself as a landlord or for updating your records.

What your letting agent can do

A letting agent may provide certain tenancy and compliance information after the landlord has started the registration. The agent cannot start it for you, and legal responsibility stays with the landlord, so check the record before it is submitted.

Fees, renewal and the 28-day window

The fee is £65 per property each year, with no VAT. Fees are adjusted during the regional rollout. Certain outstanding tenancy and safety information can be added within 28 days of registering the property; if it is not completed, the registration may be deactivated.

  • £65 per property, annually
  • No charge for landlord registration or record updates
  • 28 days to add outstanding tenancy and safety details

Know your regional deadline

Registration opens in one region at a time, and each region has a three-month window. Your deadline follows the rental property’s location, not your home address, so a landlord with homes in Leeds and Manchester has two different windows. During the rollout, occupied properties must be registered by their regional deadline; future rules will also cover unoccupied properties before they are advertised.

  • Yorkshire and the Humber (Leeds): 15 April to 14 July 2027
  • North West (Manchester): 15 May to 14 August 2027

Before you start: your details and the property’s

A tall stack of paper-clipped documents on a desk beside a pair of glasses

Have this ready before you begin. It is a quick-reference summary, not the full statutory list, and some requirements depend on the landlord or the type of property.

  • Landlord details. Individuals: full name, date of birth, residential address, telephone and email. Organisations: legal name and type, address, contact details and any Companies House, charity, director or trustee details.
  • Property details: address, ownership and dwelling type, number of bedrooms, whether it is currently let, and a landlord correspondence address in England or Wales; where applicable, freeholder, superior landlord and property manager contact details.
  • Tenancy and rent: number of occupants and households, furnished status, any HMO, additional or selective licensing details, the rent charged, payment frequency and any utilities included.

Safety documents and special circumstances

You will need your existing compliance records, not new certificates created only for registration. Their underlying legal requirements still apply independently of the new service.

  • Gas safety record, if the property has gas.
  • Electrical Installation Condition Report (EICR) or the appropriate Electrical Installation Certificate (EIC).
  • The most recent Energy Performance Certificate (EPC), where applicable.
  • Where applicable: MEES exemption information, the EPC expiry and current tenancy start date, and legal authority documents for a representative, deputy, trustee, administrator or other authorised third party.
